Todd K. Hulsey is a military veteran, attorney and retired Supervisory Special Agent of the FBI with 21 years of federal agent service.  Todd is experienced in intelligence, counterterrorism, and organized crime matters.  For more information, please read below:

Todd K. Hulsey is an attorney and retired Supervisory Special Agent of the FBI.  He started his federal law enforcement career as a Special Agent of the U.S. Treasury Department (Customs Service) where he investigated Colombian and Mexican drug smuggling along the Gulf Coast and in the desert Southwest.  Later, Todd joined the FBI, where he spent the remainder of his federal career before retiring after 21 years of service in 2014.

After joining the FBI, Todd was assigned to the Los Angeles Division.  During his time in L.A., he was assigned to the Los Angeles Safe Streets Task Force, investigating violent crimes.  Later, he was assigned to the Southern California Drug Task Force where he investigated Mexican, Colombian, and Pacific Islander drug trafficking groups and gangs.  After many years performing criminal investigations, Todd moved over to the national security side of the FBI and was assigned to East Asian counterintelligence in Los Angeles.

He was later assigned to a Special Espionage Task Force investigating the penetration by a foreign power of a U.S. Intelligence Community agency.  It was this special assignment that took him to FBI Headquarters in Washington, D.C in 2003.

After a successful first assignment to the Counterintelligence Division at FBI HQ, Todd took reassignment to the weapons of mass destruction arena, where he became a leading FBI expert on nation-state WMD proliferation, and became chief of the WMD Counterproliferation Unit in 2005.  He is a founding member of the FBI WMD Directorate and is a graduate of the Defense Nuclear Weapons School.

In mid-2005, Todd was selected for assignment to the Central Intelligence Agency, where he spent two years working at CIA Headquarters.  As a result, Todd is U.S. Intelligence Community Joint Duty Accredited.  While in Washington, Todd was also a member of several interagency working groups, and most notably served as the FBI representative to the Sub-Policy Coordinating Committee for Counterproliferation, National Security Council Staff, at the White House.

Leaving Washington in 2007, Todd was transferred to the Albuquerque Division where he was the Counterintelligence Program Coordinator and Squad Supervisor, supervising several successful operations against foreign intelligence services.  He also supervised the Special Surveillance Group and the Aviation Unit there.

He was called home to Texas in early 2010 when he was transferred to the El Paso Division to become its Chief Division Counsel.  As chief counsel he furnished legal oversight of investigative and intelligence operations, and furnished legal advice to agents, analysts, and staff.  He was also the chief privacy officer, chief ethics officer, and chief compliance officer of the division.

Todd is both a Certified Intelligence Officer and a Certified Counterintelligence Officer of the FBI.  He has had several foreign assignments during his career to Asia, Latin America, and Australia.  He also served as the Assistant Legal Attaché for International Terrorism at the U.S. Embassy, Riyadh, Kingdom of Saudi Arabia in 2009.

He is a sought after on-air guest commentator in the Dallas-Fort Worth and Los Angeles media markets to discuss terrorism, ISIS, Iranian WMD proliferation, and cyber security issues.  He is also a technical advisor to author Patricia McFerren, who writes the Lt. Guy LeBlanc Mystery series.

A fifth-generation Texan, Todd holds an A.A.S. in business studies, a B.A. in political science from Texas A&M University, an M.A. in international relations and a J.D., both from St. Mary’s University in San Antonio.  He is a former City Attorney and Municipal Prosecutor of Somerset, Texas.  He is an aircraft pilot, golf enthusiast, martial artist and avid bicyclist.

He is a proud veteran of the historic 1st Marine Division.  A graduate of the Air Command & Staff College, he is a retired reserve field grade military officer with nearly 30 years of regular and reserve service as both an enlisted Marine and an Air Force officer.  Todd continues his service as a colonel in the Texas State Guard.
